Answer:
Private landowner authorization certificates are allocated through
the formula and it depends on the overall number of private authorization
certificates (tags) for the unit, the number of acres you have,
the ECR (elk contribution rating) assigned to your ranch, and
the number of other landowners signed up in the system that you
are competing against.
